(a) No person shall operate a golf cart on the public streets in the Village without first obtaining a Certificate of Inspection by the Chief of Police to ensure compliance with State laws and this chapter, which Certificate of Inspection shall be in the possession of the operator of the golf cart at all times the golf cart is being operated.
(b) No person shall operate a golf cart on the public streets of the Village without first obtaining a Certificate of Title from the Clerk of Courts and a valid registration for the vehicle.
(c) No person shall operate a golf cart on the public streets within the Village unless the operator has a valid Ohio driver's license.
(d) The owner of a golf cart that is driven on the public streets of the Village shall carry liability insurance thereon as required by the State of Ohio and the operator of the golf cart shall have in his possession proof of insurance while operating the golf cart.
(e) Whoever violates this section shall be guilty of a first-degree misdemeanor, and subject to a fine of not more than one thousand dollars ($1,000) and imprisonment of not more than six months.
