Grant funds may be given to property owners of one-, two-, three- and four-family residential structures to reimburse the property owners in accordance with policies and limitations established by the Mayor and Chief Fiscal Officer, as amended from time to time, provided that under no circumstances shall the aggregate amount of the grant paid to a property owner over a five-year period exceed six thousand dollars ($6,000).
