All persons wishing to construct, operate, maintain, reconstruct, and/or rebuild a system within the Municipality for the purpose of delivering telecommunications services and/or other utilities to residents, businesses or other premises within the Municipality, shall be required to obtain a telecommunications and utility right-of-way permit from the Building Commissioner of the Municipality in the form and under the requirements presented in this chapter. The acceptance fee for said permit shall be as stated in Section 1483.04(c).
