1482.05 WIND RESISTANCE; NOTICE TO CORRECT UNSAFE CONDITION; NONCOMPLIANCE; REMEDY OF VILLAGE.  
   (a)   All signboards hereafter erected, altered, resurfaced, relocated or reconstructed shall be designed to resist 100% in excess of the maximum wind pressure recorded by the United States official weather records of the Cleveland District for a period of ten years last past. All posts or braces for such signboards shall be securely anchored.
   (b)   Whenever the Building Commissioner finds any signboard or part thereof in an unsafe condition from any cause, he or she shall forthwith notify in writing the owner, agent or other person in control of the signboard, and the owner of the premises upon which the signboard is located, to adopt and put into effect such precautionary measures as may be necessary in order to place the structure in a safe condition, and shall specify a reasonable time within which the work required to be done shall be completed.
   (c)   It shall be deemed a proper and sufficient service of the notice if a copy is left at the last known address of the parties referred to above.
   (d)   If, at the expiration of the time specified in the notice, the work required to be done by the terms of the notice has not been completed, it shall be the duty of the Building Commissioner to proceed forthwith to repair or destroy the structure, and the expense incurred by the work shall be charged against the owner of the signboard.
