No signboard having a surface of more than twenty-five square feet shall be erected, altered, resurfaced, relocated or reconstructed without a permit from the Building Commissioner. The manner of construction, the location and the dimensions of the signboard shall be subject to the approval of the Building Commissioner, in accordance with the provisions of this chapter. Signboards promoting off-site advertising are expressly prohibited.
