(a) If the Building Commissioner determines that the machinery or equipment conforms to the requirements of this chapter, he or she shall issue a permit for its installation and use, on condition that its operation and use shall conform to the requirements of this chapter, and that the operation and use shall be forthwith discontinued, at the order of the Building Commissioner, if its operation does not so conform.
(b) No machinery or equipment shall be installed or used without a permit.
