No fence or wall above the finished grade, except decorative fences or walls or hedges parallel to the front of the building not more than three feet in height, shall be erected or constructed between the building setback line and the street line on any property in the Municipality. In Industrial Districts, fences between the building line and the street line shall not exceed six feet in height, and in all other areas on the lot shall not exceed ten feet in height.
