(a) Permitted fences and walls shall require the issuance of a building permit by the Building Commissioner.
(b) Such permitted structures shall be maintained in good condition, structurally sound and attractively finished at all times. Any grounds between such structures and property lines shall be well maintained at all times. Any such structure permitted on property lines shall be designed, constructed and finished so that the structure will be equally attractive from the side of the property owner adjoining the property owner erecting the structure. Additionally, any such structures msut be maintained in a manner that does not unnecessarily disrupt sight lines, the flow of natural light, or contain any other features which compromise the health, safety, and welfare of the Village, its residents, and those persons travelling on Village streets.
