1444.03 SITE INSPECTIONS AT INTERVALS.
   (a)   The Building Commissioner, certified inspectors authorized by the Village, or the Village Engineer shall inspect all buildings at the following periods of construction:
      (1)   Upon installation of footing drains, building drains, building sewers and elevation of footings;
       (2)   Upon completion of the foundation and waterproofing;
      (3)   During the framing of the superstructure;
      (4)   Upon completion of roughing-in of the plumbing, electrical wiring, gas piping, heating ducts or piping or other similar service installations regulated by this Building and Housing Code;
      (5)   Before closing-in of all structural elements; and
      (6)   Upon the final completion of the structure.
   He or she may also inspect a building at any time that he or she determines the same to be necessary or desirable.
   (b)   Consent. If the applicant consents in writing to the inspection, the parties shall agree upon a mutually agreeable time when the inspection shall be made during regular business hours.
   (c)   Refusal to Consent. Upon affidavit signed by the appropriate inspector and filed in the Garfield Heights Municipal Court declaring that the owner objects or refuses to apply for or consent to any inspection in writing or otherwise has acted to interfere with any inspection, then:
      (1)   The Building Commissioner shall procure a search warrant as provided by law to gain entry to thereupon conduct and inspection thereof.
