1444.02 EXAMINATION OF BUILDINGS PRIOR TO ISSUANCE OF PERMITS.
   (a)   Before issuing a permit, the Building Commissioner may examine the building for which an application has been received for a permit to enlarge, alter, repair, move or demolish it.
   (b)   Consent. If the applicant consents to the examination or inspection, the parties shall agree upon a mutually agreeable time when the inspection or examination shall be made during regular business hours of the Building Commissioner.
   (c)   Refusal to Consent. Upon affidavit signed by the Building Commissioner and filed in the Garfield Heights Municipal Court declaring the owner objects or refuses to apply for or consent to any inspection or examination in writing or otherwise has acted to interfere with any inspection or examination, then:
      (1)   No permits shall be issued until the inspection or examination has been completed and the correction of all violations has been made or secured as herein provided; and
      (2)   The Building Commissioner shall procure a search warrant as provided by law to gain entry to thereupon conduct an inspection or examination thereof.
