(a) Upon presentation of his or her badge or card of office and consent of the private property owner, the Building Commissioner may enter at reasonable times any building, structure or premises in the Village to perform any duty imposed upon him or her by this Building and Housing Code.
(b) If for any reason related to the enforcement of this Building and Housing Code, it is necessary for the Building Commissioner to enter upon to private property, and a property owner or occupant refuses to authorize the Building Commissioner to enter upon such private property, then the Building Commissioner shall procure a search warrant as provided by law to gain entry to said land to conduct an inspection thereof.
