(a) If, in any specific case, there is a difference in the materials, methods of construction or other requirements specified in different titles, chapters or sections of this Building and Housing Code, or between the requirements of this Building and Housing Code and any other applicable law or ordinance, the more restrictive shall govern.
(b) It is not the intent of this Building and Housing Code to modify the restrictions of the Zoning Code or any other ordinance or law relating to the use of land. Such zoning restrictions or other law or ordinance shall control, except where the provisions of this Building and Housing Code are more restrictive, in which case the provisions of this Building and Housing Code shall control.
