1440.02 DUTIES OF BUILDING COMMISSIONER; NONLIABILITY AND RECORDS.
   (a)   The Building Commissioner shall enforce the provisions of this Building and Housing Code, including the technical building codes herein adopted.
   (b)   The Building Commissioner shall be responsible for the examination of plans, the issuance or refusal of permits under applicable provisions of these Codified Ordinances and the laws of the State, the inspection of buildings and such other powers as are now or may hereafter be conferred upon building inspectors, plumbing inspectors or electrical inspectors by these Codified Ordinances or the laws of the State.
   (c)   Neither the Building Commissioner nor any person appointed or employed by him or her, when acting in good faith and without malice, shall be personally liable for damages by reason of anything done under the provisions of this Building and Housing Code.
   (d)   The Building Commissioner shall keep or cause to be kept a record of the business of the Building Department. The records of the Building Department shall be open to public inspection during regular business hours.
