Except for minor repairs, as defined herein, no electrical system, wiring or part thereof shall be installed, altered, removed or repaired in or about any one, two or three-family dwelling or any other building without a separate permit therefor. "Minor repairs" include the installation or replacement of light bulbs or fuses, repairs to portable equipment such as lamps, irons, toasters, fans, sweepers and the like, and other repairs classified as minor by the Building Commissioner.
