Except for minor repairs, as defined herein, no drainage system, plumbing system or part thereof shall be installed, altered, removed or repaired in or about any one, two or three-family dwelling or any other building without a separate permit therefor. "Minor repairs" include the repair or replacement of faucets or valves or parts thereof with like material or with material that serves the same purpose, the clearance of stoppage in fixture traps, the stopping of leaks and other repairs classified as minor by the Building Commissioner.
