The Building Commissioner shall enforce the Ohio Plumbing Code, as adopted in Section 1424.01, and, in the discharge of his or her official duties, shall have authority, upon proper identification, to enter any dwelling, building, structure or premises at any reasonable hour to enforce and ascertain compliance with such Code.
