Council may, on its own motion or by petition, after the notice and hearing required by law, amend the provisions of this Zoning Code, but no such amendment shall be passed until the same shall have been first submitted to the Planning Commission for approval, and the Commission shall have been allowed a reasonable time, not less than thirty days, for consideration and report thereon.
