1070.01 AUTHORITY OF SERVICE DEPARTMENT; CONDITIONS.
   The Service Department, upon terms stated herein, and under such other rules and regulations as may be established by the Mayor, consistent herewith and necessary in order to carry out the provisions of this chapter, shall provide snow removal services to all qualified residents of the Village, as stated below. The Village shall provide such service to the extent that manpower and equipment are available, after all necessary public highway, street and sidewalk snow removal is accomplished or provided for, and subject to the following terms:
   (a)   Snow shall be removed after two or more inches of snow have fallen; and
   (b)   The residents (and the property owner if the eligible resident is not the sole owner) shall execute a consent and release in a form approved by the Solicitor, granting permission to the Village to provide such snow removal service and exonerating the Village from any and all liability in connection with the provision of such service.
