1060.02 STORAGE AND CONTAINER REQUIREMENTS.
   (a)   No householder or commercial operator shall permit to accumulate upon any premises any garbage or rubbish, except in rust-resistant, watertight, non-absorbent and easily washable containers which are covered with close-fitting lids. Where practicable, all garbage shall be drained of liquids. All containers shall be washed and treated with a disinfectant as often as necessary to prevent them from becoming a nuisance.
   (b)   Household garbage and rubbish shall be placed for collection at the street line of the property in garbage containers approved by the Village and pursuant to policies set forth by the Service Director.
   (c)   The Mayor or any duly authorized agent or employee shall have the authority to seize and destroy any containers which are in poor repair, which have rough or sharp edges or other defects which render them dangerous to handle or which are so dilapidated that they are not suitable for holding garbage or rubbish.
   (d)   Insofar as practicable, boxes, papers, tree cuttings and odd articles shall be crushed and bundled in lengths not to exceed three feet and shall not exceed fifty pounds in weight.
   (e)   No person shall place garbage and rubbish at the street line for collection prior to dusk the day before the day scheduled for garbage collection by the Service Director. Emptied containers and uncollected items shall be removed from the street line and returned to their place of storage by 6:00 p.m. of the day scheduled for garbage collection. Containers remaining at the street line for a period in excess of two days after the scheduled day of collection may be confiscated by the Service Director.
   (f)   No person shall place garbage or rubbish or any other item for collection which was brought from another location for the purpose of obtaining collection by the Village.
   (g)   Location.
      (1)   No householder or commercial operator shall place a dumpster or a garbage or rubbish storage container in any location that obstructs the flow of vehicular or pedestrian traffic on a street or sidewalk or impedes access to utilities or public services. Notwithstanding the foregoing, a garbage or rubbish storage container may be placed in the location designated by the Village to allow for the weekly collection of garbage and rubbish from residential premises.
      (2)   All commercial dumpsters must be placed on a paved or graveled surface and be at least five feet from all property lines., unless said dumpster is in an enclosed area.
      (3)   For properties located in zoning districts other than the General Residence District, all dumpsters and garbage or rubbish storage containers shall be placed in the rear of the principal building or structure. Subject to any restrictions in the Building and Zoning Codes, if the property's side yard cannot be readily observed from public streets and sidewalks, dumpsters and garbage or rubbish storage containers may be placed on the property's side yard.
      (4)   For properties located in a General Residence District, all garbage and rubbish storage containers shall not be stored in the front of the principal building or structure.
