As used in this chapter:
(a) “Commercial operator” means all persons who own or operate stores, restaurants, industries, institutions and other similar places, public or private, charitable or noncharitable, and includes all responsible persons other than householders, upon the premises of which garbage or waste material, or both, are created.
(b) "Garbage" means putrescible animal and vegetable wastes resulting from the handling, preparation, cooking and consumption of foods.
(c) “Householder” means the head of a family or one maintaining separate living quarters and shall include owners, tenants and occupants of all premises where garbage or waste material, or both, are created.
(d) “Premises” means land or buildings, or both, or parts of either or both, occupied by a householder or a commercial operator.
(e) "Rubbish" means all nonputrescible, combustible and noncombustible solid wastes, including paper, wrapping, cardboard, metallic and plastic containers, yard clippings, leaves, wood, glass, building materials, market and commercial wastes, tree stumps, tree limbs and logs, bedding, appliances, toys, and abandoned automobiles.
