Soil erosion and sediment control measures shall be used at all construction sites to minimize the amount of soil entering the combined and storm sewer systems. Proposed soil erosion control measures, such as sediment basins, silt fences, inlet protection and temporary seeding, shall be shown on the improvement plans and shall be implemented before the disturbance of upland areas.
