1042.03 SPECIFICATION OF PERMISSIBLE USES; REQUIREMENTS.
   The written permission to construct a lateral sewer or to make a connection to a public sanitary, storm or combined sewer shall specify the permissible use of such lateral sewer and connection, and the specifications shall be governed by the following requirements:
   (a)   The acceptability of any discharge in the sanitary, storm or combined sewerage systems shall be subject to the provisions of this section and the Sewer Use Code of the Northeast Ohio Regional Sewer District.
   (b)   Sewage, including wastes from water closets, urinals, lavatories, sinks, bathtubs, showers, laundry tubs, soda fountains, cuspidors, refrigerator drips, drinking fountains, floor drains and other objectionable wastes, shall be discharged into a sanitary or combined sewer, but in no case into a storm sewer.
   (c)   No person shall discharge or cause to be discharged, directly or indirectly, any of the following substances into the combined sewer system, the sanitary sewer system or the wastewater disposal system, or otherwise to the facilities of the Village:
      (1)   Any liquids, solids or gases which, by reason of their nature or quantity, are or may be sufficient, either alone or by interaction, to cause fire or explosion or to be injurious in any other way to the operation of the sewer system or wastewater treatment facilities, including, but not limited to, waste streams with a closed cup flashpoint of less than 140 degrees Fahrenheit or forty degrees Centigrade using the test method in 40 CFR 261.21.
      (2)   Solid or viscous substances which will or may cause obstruction to the flow in a sewer or other interference with the operation of the wastewater system.
      (3)   Any wastewater having a pH less than 5.0 or higher than 12.5 or having any other corrosive property capable of causing damage or hazard to structures, equipment or personnel of the system.
      (4)   Any noxious or malodorous liquids, gases or solids which, either singly or by interaction, are capable of creating a public nuisance or hazard to life or are sufficient to prevent entry into sewers for their maintenance and repair.
      (5)   Any substance which may cause the sewage treatment plant's treatment residues, sludges or scums to be unsuitable for reclamation and reuse or to interfere with the reclamation process.
      (6)   Any substance which will cause the Village facilities to violate its sewer discharge permits.
      (7)   Any substance with objectionable color not removed in the treatment process, such as, but not limited to, dye wastes and vegetable tanning solutions.
      (8)   Any wastewater having a temperature which will inhibit biological activity in the treatment plant, resulting in interference.
      (9)   Any slug load, i.e. any pollutant, including oxygen-demanding pollutants (BOD, etc.), which are released in a single extraordinary discharge episode of such volume or strength as to cause interference with the treatment process.
      (10)   Any unpolluted water, including, but not limited to, noncontact cooling water in areas of the Village serviced by separate storm and sanitary sewers.
      (11)   Any wastewater containing any radioactive wastes or isotopes of such half-life or concentration as exceed limits established in compliance with applicable local, State or Federal regulations.
      (12)   Any wastewater which causes a hazard to human life or creates a public nuisance.
      (13)   Any water or waste containing petroleum oil, nonbiodegradable cutting oil or products of mineral origin in sufficient quantities to pass through or interfere with treatment operations.
      (14)   Discharges of trucked or hauled wastes.
      (15)   Any discharge prohibited by the Sewer Use Code of the Northeast Ohio Regional Sewer District.
   (d)   Surface water, rain water from roofs, subsoil drainage, building foundation drainage, cistern overflow, clean water from condensers, waste water from water motors and elevators, and any other clean and unobjectionable waste water, shall be discharged into a storm sewer or a combined sewer, but in no case into a sanitary sewer.
   (e)   Connection with a cesspool or a privy vault shall not be made into a sanitary, storm or combined sewer.
   (f)   Pretreatment and interceptors shall be provided as set forth in the Ohio Plumbing Code and the Sewer Use Code of the Northeast Ohio Regional Sewer District. Sewer connections from wash racks, grease racks and loading docks, and all types of commercial or industrial installations where grease, oil or other petroleum waste products are discarded, shall be connected to appropriate grease separators and/or sand or oil traps before connection to the sewer system. Sewer connections from commercial kitchens shall be connected to appropriate grease traps.
   (g)   No person shall discharge into a lateral sewer or make a connection to a sewer for the purpose of discharging into it any waste or drainage water prohibited by the provisions of this chapter. Any existing connection in violation of the provisions of this chapter shall be abandoned and removed.
