No house sewer shall be constructed to connect with a public sanitary or storm sewer, nor shall any connection be made to a public sanitary or storm sewer, until the written permission of the Building Commissioner has been obtained.
An application for a permit shall be signed by the owner, his or her agent or the lessee of the property for which the connection is to be made and by the person employed to perform the work, shall describe the property and state the fixtures to be connected and shall be accompanied by a fee of one dollar ($1.00). The applicant shall also deposit in cash, bond, official bank check or certified check an amount to be fixed by the Building Commissioner to insure the proper installation of the fixtures and the replacement of property or utilities destroyed or damaged by the construction.
