Where specific types of materials are prescribed herein, substitutions of such materials may be made, provided that such substituted material will, in the opinion of the Village Engineer, be equal to or exceed the minimum requirements set forth in this chapter. The specifications provide for the use of a flexible-type pavement as a requirement. A rigid type pavement shall not be excluded, provided that the design of such rigid-type pavement is approved by the Village Engineer.
