If the permittee or his or her agent does replace and restore the pavement surface to its original condition, the deposit shall be returned to the permittee only after the work is completed to the full satisfaction of the Building Commissioner and in accordance with Village plans and specifications. If the Village replaces and restores the pavement surface to its original condition, a charge shall be deducted from the required deposit to cover the cost of all materials and work done. The balance of the deposit shall be returned to the permittee after completion of the work by the Village.
