No equipment shall be employed in connection with the drilling of a well which is not in a safe and sound condition, and the derrick shall be of such type, size and construction as the Building Commissioner shall designate. If any equipment shall become out of repair or in an unsafe and unsound condition, no further drilling operations shall be carried on until the condition shall have been remedied and a certificate to such effect issued by the Building Commissioner.
