814.03 RULES AND REGULATIONS.

The Mayor or his or her authorized representative shall make and enforce such rules and regulations as he or she may deem necessary for the enforcement of the provisions of this chapter and for the proper determination and collection of the fees and charges herein provided for. No person shall violate any such rule or regulation.
