648.11 CONGREGATING ON SIDEWALKS OR PUBLIC GROUNDS.
   (a)   No person shall congregate with others on any sidewalk or street corner or within any park or on any public grounds with intent to provoke a breath of the peace, or whereby a breach of the peace may be occasioned by the serious annoyance to pedestrians or by threatening, insulting or abusive conduct toward them, or refuse to move on when ordered by a police officer.

   (b)   Whoever violates this section is guilty of a misdemeanor of the fourth degree and shall be subject to the penalty provided in Section 698.02.
