454.02 REMOVAL OF UNLICENSED VEHICLES; NOTICE REQUIRED.
   (a)   The owner of any unlicensed vehicle or the owner of private property on which such unlicensed vehicle is parked, stored or left, or both of them, shall be responsible for the removal of such unlicensed vehicle within seventy-two hours upon appropriate notice from the Police Chief. Such notice shall be served by personal service or by certified mail, with return receipt requested, and shall be made upon either the owner of such unlicensed vehicle or the owner of the private property on which such unlicensed vehicle is parked, stored or left.
   (b)   If the owner of such unlicensed motor vehicle or the owner of the private property shall fail to remove such unlicensed motor vehicle within the time set forth in the notice sent by the Police Chief, the Village shall remove or cause to be removed such unlicensed motor vehicle and dispose of the same according to State law. All expenses and costs of removal and/or disposal shall be charged against the owner of such unlicensed motor vehicle or the owner of the private property upon which such unlicensed motor vehicle is parked, stored or left, or both, and shall be in addition to any fine, costs or penalty for which the owner of such unlicensed motor vehicle or the owner of such private property may have become liable.
