No person shall park, store or leave, or permit to be parked, stored or left, on any public street, public highway or private property within the Village, any unlicensed motor vehicle of any kind for a period of more than forty-eight hours in any one calendar month, unless such vehicle is parked, stored or left in connection with a business enterprise lawfully situated on such property and licensed for the same, or unless such unlicensed motor vehicle is inside a fully enclosed building.
