244.01 COMPOSITION.
   (a)   The Fire Department shall consist of a Chief of the Department, an Assistant Chief who shall perform the functions of the Municipal Fire Safety Inspector, subject to Section 1610.04 and not more than 12 firefighters. Upon the resignation, retirement or removal of the Fire Chief, the Assistant Fire Chief shall be named as the Fire Chief. Not more than three of the firefighters may be designated as Lieutenant by the Mayor, subject to the approval of Council and subject to the provisions of Chapter 246. Upon passage of this section, one firefighter will be designated as Captain by the Mayor, subject to the approval of Council, and subject to the provisions of Chapter 246. That Captain, and any other firefighters designated as Captain upon passage of this section will remain in said position, until resignation, retirement or removal. No other firefighter shall be designated as Captain thereafter.
   (b)   The Fire Department may also include such number of part-time firefighters as may be appointed by the Mayor at the request of the Fire Chief for good cause shown. All part-time firefighters shall be required to maintain in good standing with all state licensing. No part-time firefighter shall work more than 400 hours in any six-month period, unless, for good cause shown by the Fire Chief, the Mayor, with the approval of Council, extends the number of hours that a part-time firefighter may work beyond the 400-hour limit.
