Council may, by ordinance, provide for deputies, clerks, assistants or other employees for the different elective officials and may also establish additional departments with such powers and functions as may be prescribed. All the heads of departments and all clerks, deputies, assistants and other employees shall be appointed, removed and discharged in such manner as Council may prescribe.
