On the first Monday of March of each year and at other times as required by the council, the chief shall present to the council a detailed report of all city property held by the department. At such time, he shall also make a statement of all property lost or destroyed or worn out since the last preceding report and an estimate of the repairs and supplies required for the ensuing year.
