It shall be a public offense punishable as hereinafter provided and it is hereby declared to be a nuisance, for any owner, owner's representative, contract purchaser, or any occupant of real property within the City, to maintain, cause, permit, or suffer any growth of nuisance weeds as defined hereinabove to exist in or upon any premises in the City owned by or occupied by such owner, owner's representative, contract purchaser, or occupant, or upon the boulevards or the one-half (1/2) of any public roads, streets, and alleys adjacent thereto.
