It shall be lawful for any "person", as defined herein, to exhibit for use and for sale and to exhibit, sell and use "trade stimulators", as defined herein, so long as the use thereof is not in violation of the laws of the state, and so long as the use thereof is in compliance with the provisions of this chapter.
