There is hereby created a fund to be known as the "special sidewalk and curb fund", into which all assessments levied or assessed as above provided for shall be deposited, and payment for the construction of such sidewalks or curbs constructed as above provided for by the city shall be made by special warrants drawn against said fund, which said warrants shall bear interest at the rate of six percent (6%) per annum.
