All ordinances passed by the city council shall be either published in one issue of a daily or weekly newspaper of general circulation in the city or posted by the city clerk-treasurer by posting written copies of said ordinance, in not less than three (3) conspicuous places within the limits of the city, as the council shall direct and prescribe.
