Whenever the owner of any tract or parcel of land within the jurisdiction of this title intends to make a subdivision, the subdivider may before preparing a preliminary plat submit a sketch plan for review by the city planning commission and city council. A sketch plan prior to the preparation of the preliminary plat is to enable the subdivider to save time and expense in reaching general agreement with the city as to the form of the plat and the objectives of these regulations.
