16.12.010   Preliminary plat.
   Prior to approval of a final plat, the subdivider shall cause to be prepared a preliminary plat. The preliminary plat shall be prepared prior to the making of any street improvements or the installation of any utilities. (Ord. 567 (part), 2002)
