These regulations shall apply to all subdivisions of land, as defined in this title, located within the city and its area of extraterritorial platting jurisdiction as designated in Section 2.32.160. It is unlawful for the owner, agent or persons having control of any land within the corporate limits of the city or within the extraterritorial platting jurisdiction outside of its corporate limits to subdivide or lay out such land into lots, blocks, streets, avenues, alleys, public ways and grounds, unless by plat in accordance with the laws of the state of South Dakota and the provisions of this title.
