A. The Director of Parks and Recreation shall submit development plans for any proposed park or recreation facility to the Parks and Recreation Commission, which shall hold a public hearing concerning the proposal.
B. Prior to submitting its recommendation to the City Council, the Parks and Recreation Commission shall submit the proposal to the Planning Commission for its recommendation to include an environmental assessment of the plans and a finding that the proposal is consistent with the General Plan.
C. The findings of the Planning Commission shall thereafter be forwarded to the Parks and Recreation Commission for presentation to the City Council.
