A. Upon written request of the water provider or upon the City’s own request, the City Clerk shall set a public hearing before the City Council to be held within sixty days of such request for the purpose of establishing rates and charges or modifying rates and charges. Such request must be acted upon by the City Council within such sixty-day period, unless water provider agrees in writing to an extension of such period.
B. Notice of such public hearing shall be published, at water provider’s sole cost, pursuant to Government Code Section 6066.
C. In addition, the water provider shall provide mailed notice of such public hearing to all customers at least fourteen days prior to the hearing. Such mailed notice may be included in the same mailing as the water provider’s billing notices.
