10.44.075 Reimbursement of Costs.
   A.   As a condition precedent to the issuance of a permit authorizing an event, the permittee shall make a deposit in an amount designated by the Director of Community Development with the City for the reimbursement of the reasonable costs incurred by the City for traffic control and other functions related to the event. If the City’s actual expenses should later prove to be more than the amount deposited, the difference shall be paid to the City by the permittee. If the City’s actual expenses should later prove to be less than the amount deposited, the excess of the deposit shall be refunded to the permittee.
   B.   Exception. Any event involving the exercise of free speech rights shall be exempt from paying a deposit and reimbursing the City’s costs as set forth in this section.
