A. It shall be unlawful for any person to engage in, participate in, aid, form, conduct, sponsor or start any parade or athletic event, unless and until a permit for such event has been approved and issued by the Director of Community Development.
B. Exceptions. This chapter shall not apply to:
1. Funeral processions;
2. Students going to and from school classes or participating in educational activities, provided such conduct is under the immediate supervision and direction of the proper school authorities;
3. A governmental agency, and its employees, acting within the scope of its functions.
