Any person may, subject to the regulation hereinafter imposed, freely address, or communicate with, any member of the staff of the City of Cupertino, including, but not limited to, the City Manager, the Chief Administrative Officer, the City Clerk, the Heads of Departments, the Code Enforcement Officer, and their respective assistants and employees, with respect to municipal affairs coming within the scope of responsibility of any such officer or employee.
