The purpose of this chapter is to impose a utility users excise tax as a revenue measure necessary to pay the usual and current expenses of conducting the municipal government of the City, the proceeds of which shall be paid into the general fund of the City. This chapter shall be known and may be cited as the “Utility Users Excise Tax Ordinance.”
