2.24.020 Payment Procedure.
   The Treasurer shall pay out all moneys owed by the City including obligations incurred by improvement bonds thereof on certification of the Director of Administrative Services that such are due and owing. All payments, transfers or withdrawals of City moneys shall be by checks signed by the Mayor and Treasurer. In the event that the Mayor or Treasurer is no longer available, then the Vice-Mayor and/or Deputy Treasurer are authorized to sign in their place. A facsimile signature may be used.
