Except as otherwise provided in this Subchapter, any purchase of equipment, goods or supplies of an estimated value within the Purchasing Authority may be made by the Purchasing Officer in the open market pursuant to the procedure prescribed in this § 3.07.070 without following the formal competitive bid procedures prescribed in § 3.07.075. Such purchases shall be based upon competitive quotations, whenever practical, as determined by the City Manager, and shall be awarded to the lowest responsive and responsible bidder.
