§ 13.02.210 SIGNS ON NONRESIDENTIAL LOTS.
   A.   In addition to any graphic permitted pursuant to the provisions of the Zoning Code, as set forth in Title 17 of this Code, any person may construct, affix, place, post, paint or display any sign containing a noncommercial message on a lot zoned for nonresidential use or cause or permit the same to be done; provided that:
      1.   The area of the sign does not exceed 4.3 square feet.
      2.   The sign contains no more than two (2) display sides.
      3.   The sign is unlighted.
      4.   No part of the sign exceeds four (4) feet above the immediately abutting grade, unless the sign is affixed to a permanent window or other surface which is an integral part of a building.
   B.   For the purposes of this Section, SIGNS shall mean any symbol, emblem, logo, replica, insignia, placard, poster, bill or notice which is a lettered, written, pictorial or other visually perceptible form for the purpose of conveying a message.
