All park areas owned and maintained by the town shall be closed during the hours of 12:00 midnight to 5:00 a.m. every day of the week, and it shall be unlawful for any member of the general public to be found within and upon the grounds of any park areas owned and maintained by the town during those hours unless and until a special use permit is granted by the Park Board of the town. No overnight parking shall be allowed at any time in the parking lot utilized by the park and located adjacent to the park facility, and anyone allowing a vehicle to be parked in the lot shall be subject to the penalties set forth in this chapter.
